Brazil Bans Sports Betting Days Before Presidential Election

Brazil has announced a sweeping ban on fixed-odds betting, including sports betting and online gambling, just days before the country heads to the polls for its presidential election.

President Luiz Inácio Lula da Silva signed a provisional measure on Friday, September 25, ending the operation, promotion, intermediation and advertising of fixed-odds betting across the country.

The decision comes amid growing concerns about the financial and social impact of widespread gambling, particularly on families facing debt...READ THE FULL ARTICLE HERE .

Under the new measure, betting platforms are no longer allowed to accept new deposits from users. The restrictions cover sports betting and online casino-style games operated through physical or digital platforms.

The government said the measure is intended to address problems associated with gambling and provide greater protection for families affected by betting-related financial difficulties.

People with money remaining in betting accounts have been given a limited period to withdraw their funds. Bettors can request withdrawals until October 5, while betting platforms must stop operating from October 6.

Companies are also required to provide financial institutions with information about remaining customer balances. Banks will then handle the return of eligible funds to customers.

The government has further ordered betting companies to remove advertising and sponsorship materials connected to the betting industry.

Brazilian authorities have pointed to the financial consequences of widespread gambling as a major reason for the decision. Online betting has expanded rapidly in the country in recent years, becoming a significant part of Brazil’s sports and entertainment economy.

Football clubs have also relied heavily on betting companies for sponsorship and advertising revenue, meaning the ban could have major financial implications for professional sports.

The government has argued that restricting betting could help protect families from excessive gambling and debt.

The decision was announced shortly before Brazil’s presidential election, adding a political dimension to the move. The first round of voting is scheduled for October 4, 2026, meaning the restrictions were introduced only days before voters are due to cast their ballots.

Lula is seeking another term in office, making the timing of the announcement particularly significant. However, the government has presented the measure primarily as a response to concerns surrounding gambling and household debt.

Although the presidential measure takes effect immediately, it is not automatically permanent. Brazil’s provisional executive measures require congressional approval within a specified period to remain in force.

The betting ban therefore still faces a legislative process that could determine whether the restrictions become permanent, are modified or eventually expire.

The ban could significantly affect Brazil’s football industry because betting companies have become prominent sponsors of clubs, competitions and sports broadcasts. Clubs and other sports organisations that have relied on betting-related sponsorships may have to search for alternative sources of commercial revenue.

Betting companies, meanwhile, face the loss of access to one of the world’s major sports markets if the restrictions remain in place.

For bettors, the immediate priority is withdrawing any eligible funds before the October 5 deadline. Betting companies must shut down operations, remove advertising and comply with the government’s financial requirements.

The longer-term outcome will depend on how Brazil’s Congress handles the measure and whether lawmakers approve, amend or reject the restrictions.

The decision represents one of the most significant changes to Brazil’s betting industry in recent years and could have lasting consequences for gambling, football sponsorship and the country’s wider entertainment economy.
