The Premier League has defended its decision to fine Chelsea £10 million following revelations about irregular payments made during the Roman Abramovich era, rejecting suggestions that the club should have been stripped of its 2016/17 Premier League title.
The controversy followed the discovery of £47 million in payments to agents and intermediaries between 2011 and 2018. Seven of the payments, worth a combined £5.6 million, were linked to an unregistered agent involved in the transfer of Eden Hazard.

Former Tottenham manager Mauricio Pochettino reignited the debate by arguing that Chelsea should have lost the title because the club had admitted to breaking the rules. Tottenham finished second behind Chelsea during the 2016/17 campaign.
However, Premier League chief executive Richard Masters defended the handling of the case, explaining that Chelsea’s situation was different from financial sustainability breaches that have resulted in points deductions for other clubs.
The Premier League also maintained that even after taking the irregular payments into account, Chelsea would not have breached the relevant Profit and Sustainability Rules threshold. The league further pointed to the cooperation and transparency shown by the club’s current owners during the investigation.
The Football Association conducted a separate investigation and initially imposed a fine alongside a suspended six point deduction. That points penalty was later overturned on appeal after being considered excessive.
The possibility of removing Chelsea’s 2017 title remains a subject of debate, particularly among supporters of clubs affected by previous sanctions. However, there is still uncertainty over whether the Football Association has the legal authority to strip a Premier League club of a title under circumstances of this nature.
The FA investigation into the wider matter has also not been completely concluded, with attention expected to remain on the individuals and intermediaries connected to the irregular payments.
For now, Chelsea remain recognised as the champions of the 2016/17 Premier League season, while the debate over whether the punishment was sufficiently severe continues to generate controversy across English football.
