Lagos Unveils Ambitious ₦1 Trillion Food Security and Wealth Fund, in Moves Towards Food Security

The Lagos State Government has unveiled an ambitious ₦1 trillion food security initiative alongside plans to establish a Lagos Wealth Fund as part of efforts to strengthen economic resilience, boost agricultural production and secure long term financial stability for Nigeria’s commercial capital. The announcement marks one of the most significant economic and food sustainability strategies introduced by the state government in recent years.  

The development was disclosed by the Lagos State Commissioner for Finance, Mr. Abayomi Oluyomi, during a ministerial press briefing held in Alausa, Ikeja. According to the commissioner, the proposed Lagos Wealth Fund has already made substantial progress, including public hearings and the preparation of an advanced draft law designed to institutionalise long term savings and strategic investments for future generations.  

Oluyomi explained that the Wealth Fund is aimed at ensuring that future generations of Lagos residents inherit valuable assets rather than liabilities while also creating a strong financial buffer capable of protecting the state against economic downturns and unexpected financial shocks. The commissioner stressed that the proposed fund is not intended to create unnecessary bureaucracy but rather to establish financial discipline and governance structures that can sustain long term economic growth. He added that the state government hopes the initiative will eventually rival global sovereign wealth management standards and position Lagos as a model for sub national economic planning in Africa.  

Alongside the Wealth Fund, the state government also unveiled details of the ₦1 trillion “Produce for Lagos” programme, a large scale agricultural and food security initiative designed to increase local food production and ensure stable food supply for the rapidly growing population of Lagos. Officials described the project as a strategic intervention targeted at reducing food shortages, strengthening supply chains and lowering dependence on unstable food distribution systems.  

According to Oluyomi, the programme will maximise the use of over 30,000 hectares of agricultural land currently available within Lagos State in a bid to achieve approximately 40 percent food self sufficiency. The government also plans to collaborate with the Federal Government and several states with vast arable land to support large scale farming across at least 500,000 hectares outside Lagos. The partnerships are expected to create stronger food supply routes into the state while improving agricultural productivity nationwide.  

The initiative is also expected to generate economic opportunities across the agricultural value chain, including farming, food processing, transportation, logistics and agribusiness investments. Analysts believe the programme could significantly reduce post harvest losses, improve food distribution efficiency and stabilise food prices within Lagos if effectively implemented.  

The latest announcement builds on previous food security initiatives introduced by the Babajide Sanwo Olu administration, including the earlier N500 billion off take guarantee fund and the “Produce for Lagos” agricultural roadmap launched to improve food logistics and connect food producing states directly with Lagos markets. The state government has repeatedly emphasised that Lagos remains one of the largest food consumption hubs in Africa and requires a sustainable strategy to secure long term food availability for its growing population.  

Economic experts say the combined food security and wealth fund plans could transform Lagos into a more resilient and globally competitive economy if successfully executed. They also believe the projects may encourage greater private sector investment in agriculture, infrastructure and food technology while supporting job creation and long term economic diversification.
